<p style=”text-align: center;”><strong>Quote of the Day
</strong></p>
<p style=”text-align: left;”>”I want to be careful about confirming information, but it does appear that they (Russian airstrikes) were in areas where there probably were not ISIL forces,”</p>
<p style=”text-align: left;”>-said Ash Carter, US Secretary of Defense, of Putin and Russia</p>

<div></div>
<div><span class=”aBn” tabindex=”0″ data-term=”goog_441963849″><span class=”aQJ”>On Wednesday</span></span> Russia (the Bear) launched airstrikes in Syria. The Russian government claims to have hit ISIS, which rebels on the ground and the US government refute.</div>
<div></div>
<div>The American military is running a daily bombing campaign against ISIS in the area. Leaders from Russian and American militaries will communicate soon. If the the two campaigns are uncoordinated, there is a danger of planes running into each other. (This is known as “deconflict” – meaning, the guys on the same team don’t try to tackle each other.)</div>
<div></div>
<div>While both the US and Russia oppose ISIS, they have competing agendas in Syria. Russia wants the Syrian leader Bashar al-Assad to stay in power. The US wants him out. The US is concerned that Russia prioritizes keeping Assad in power, not fighting ISIS. <a href=”http://www.reuters.com/article/2015/10/01/us-mideast-crisis-russia-idUSKCN0RU0MG20151001″ target=”_blank”>Read Mas</a></div>

<div style=”text-align: left;”></div>
<div style=”text-align: left;”>President Obama has signed a short term spending bill. At least for the next 10 weeks, there will be no shutdown. Negotiations on 2016 spending will be contentious. The White House wants increased funding for defense and domestic programs. If Republicans are in favor of any increase, it would be for defense only. <a href=”http://news.yahoo.com/obama-signs-stopgap-spending-bill-002147570.html” target=”_blank”>Read Mas</a></div>

<div><b>Abbas says that Palestinians aren’t bound by Oslo Accords anymore</b></div>
<div><b> </b></div>
<div style=”text-align: left;”>Mahmoud Abbas, the President of the Palestinian Authority, which governs parts of the West Bank, said at the UN General Assembly that Palestine is no longer bound to the Oslo Peace Accords. Abbas said that Palestine shouldn’t be obligated by the agreements after repeated violations by Israel.</div>
<div style=”text-align: left;”></div>
<div style=”text-align: left;”>The Oslo Accords, diplomatic agreements reached in the 90s, between the Palestinian Liberation Organization (PLO) and Israeli Government, were intended as a long term framework for peace. The PLO recognized Israeli statehood in exchange for Israel recognizing PLO’s representation of the Palestinian people.</div>
<div style=”text-align: left;”></div>
<div style=”text-align: left;”>Security, economics, and civil service are coordinated between the Palestinian Authority and Israeli governments in accordance with the Oslo Accords. <a href=”http://www.nytimes.com/2015/10/01/world/middleeast/mahmoud-abbas-palestinian-authority-un-speech.html?hp&amp;action=click&amp;pgtype=Homepage&amp;module=first-column-region&amp;region=top-news&amp;WT.nav=top-news&amp;_r=0″ target=”_blank”>Read Mas</a></div>
